					<description>Being able to win an Olympic medal is a demonstration that your country has some infrastructure and some determination to get their act together.  India it seems doesn't get a damn about its people for the most part.  Probably 500 local officials need to be bribed to get anything done.  If a 100 people die in a train accident, well they'll try to get it down to 90 next time if possible.  If someone has 10 children but can't support them, well that's their problem.  It would be difficult for a local official to spend a dime for some sort of public awareness program.  It is impossible to think that India does not have a large talent pool; but they are all untapped.
